I do not think you can say the discriminating factor is content. It is the instructional strategy used to present the content that makes the difference. For example, we can find differences in the same medium when we present the same content using different strategies.
The issue is one of what medium will allow me to provide efficient instruction using the best instructional strategies. Granted, flash cards are great. But a drill and practice program might make more sense if it the drill will be used by several students. If it is one student, then simple flash cards might be the most efficient.
