But we need item #6 to be the one that should have us pulling our hair out:

Because, if item #5 is instructor-delivered, there is a pretty good chance that inadequate ID can be compensated for at the time of delivery. Of course, most such courses have little or no ID at all, and rely upon an instructor's "seat-of-pants" stand-up competence.
