It seems to me that the first step should be to decide what problem you have that CAI is going to solve. Why do you want to do this? There could be more cost effective and/or easier-to-implement solutions. Analysis of the problem, the environment, and the social and cultural climate are frequently jumped over, but in the end you pay for it.
