.The National Archives and Records Administration has declared e-mail messages official communication, and must be treated as such: "Agency personnel must apply the same decision-making process to e-mail that they apply to other documentary materials regardless of the media used to create them." Government agencies have protested the ruling, saying it puts an additional burden on them, many of which have developed their own e-mail management strategies. At issue are concerns that the new standards create an additional layer of regulation applicable only to e-mail, and could stymie use of electronic communications by requiring the re-training of employees and development of new electronic record-keeping systems.
