Dr. Quinn's use of the term "all" has really grabbed my interest. Does "all" mean all e-mail everywhere or just e-mail to and from the government? Officially the U.S. government does not allow its employees to send or receive any e-mail of a personal nature, is this just a ploy to cut down on personal use? I think a more important question however is, does the U.S. government now feel that an e-mail communication is just as important (and binding) as written, postmarked letter?
